*2) Terms of Reference TOR  Public Relation Officer

The Frankfurt Zoological Society is going to start a public awareness and education programme for the buffer zone of the Bukit Tigapuluh National Park located in the Sumatran provinces of Riau and Jambi.

The public awareness programme will operate as a road show visiting some 34 villages surrounding the Bukit Tigapuluh National Park . The project is schedule for a period of two years time (2009-2010). Visits to each individual village will be repeated twice a year. The public awareness programme will target schools to deliver basic training in conservation issues as well as targeting the adult population to
disseminate conservation issues in and around the national park.

The aim of the road show is to disseminate conservation values in general in order to increase understanding and public support for nature conservation in general and to respect and support the boundaries of the national park and its conservation
regulations in specific.

The education team will be based in Jambi town at the FZS headquarters. The public relation officer will manage, direct and supervise the road show from the FZS headquarters in Jambi.

During the first phase of the project teaching materials needs to be developed and produced and an education programme needs to be set up. Creative input and improvising talent is mandatory for this job.

While the education programme starts working in the field the PR officer will focus on mass media contacts to promote the activities of the Bukit Tigapuluh Landscape Conservation Programme BLCP. Regular articles in regional and national newspapers are expected as well as TV documentaries produced by Indonesian TV stations. Part of the PR officer’s job is the production of public awareness materials such as folder,
brochures and posters to promote the activities of BLCP.

*3) Vacancy for National Gender Adviser: (Gender)

Reports to: The International Adviser Gender and Inclusive Education MCPM BEP and to Chairperson of the Pokja Gender, MoNE.

Objectives: The Adviser for Gender (Gender and Poverty) will coordinate the implementation of the project’s Gender Strategy and, consistent with the program approach, provide technical and strategic support to MONE and MORA and the Gender Reference Groups as they work to successfully implement Ministry Gender policies. The Adviser will assist counterpart MONE and MORA staff to build the capacity of all those engaged in implementing the Gender Mainstreaming Program and the AWP 2009-2010. The Adviser will work closely with Pillar leaders and other MCPM consultants and provide technical advice and support on strategies to fully integrate gender across all BEP activities.

The Adviser with work with Provincial and district education staff, other stakeholders including religious organisations, women’s organisations, NGOs and other community groups, to promote gender mainstreaming and community participation, with a specific focus on (i) ensuring the access to and participation in basic education of girls living in poverty; (ii) educational support for groups of women excluded from educational
opportunities through illiteracy and/or poverty; and (iii) promoting equal opportunities for women employed in the education sector. At least part of this work will be carried out through the Whole School Development (WSD) and Whole District Development (WDD) initiatives of BEP.

Specific Responsibilities :

Under the overall direction of the International Adviser for Gender and Inclusive Education MCPM-BEP and in close collaboration with other
stakeholders, to
1. Provide overall direction and guidance for the implementation of the BEP Gender Mainstreaming Strategy.

2. Provide such capacity building support as is requested to the MONE Gender unit in support of RENSTRA (2005-2009) implementation and RENSTRA 2010-2014 development.

3. Support MONE and MORA personnel to develop Activity Plans to be funded under BEP in support of the successful implementation of MONE and MORA policies in gender.

4. Support the Pokja Gender and other stakeholders to identify legal and operational barriers to equal opportunity for women employed in the education sector.

5. Provide other technical and strategic advice as requested to MONE and MORA about gender equity, gender equality and gender mainstreaming

6. Provide technical and strategic advice to MCPM personnel on capacity building and other activities for gender inclusive education and community participation, including district and school based management (WSD and WDD) and development, teaching and learning, classroom management, etc.

7. Liaise, as required, with Provincial and District authorities on issues relating to community participation in the areas of poverty and
gender equity.

8. Collect and disseminate suitable media, models, kits etc on gender equity and community participation in basic education for use by
consultants, trainers, partners and other stakeholders.

9. Monitor reports from training and field activities to identify issues for gender equity to be followed up by BEP and stakeholders

10. Document lessons learned in implementing gender mainstreaming activities and community participation for dissemination to BEP partners, AusAID and other donors.

11. Other responsibilities as may be agreed from time to time with the International Adviser for Gender and Inclusive Education MCPM-BEP resulting from a recognition of new needs and/or changing priorities at national, provincial and district levels.

Deliverables :

1.  An initial report, 10 days into the consultancy, outlining the approach and timetable for implementing the above core tasks.

2.  After one month of the consultancy, an implementation plan for the BEP Gender Strategy.

3.   At the mid and end points of the consultancy, detailed reports outlining progress on all the above core tasks, including copies of Activity
proposals developed by MoNE and MoRA for BEP funding.

4.   A special report on the legal and operational barriers impeding equal opportunity for women employed in the education sector with recommendations to overcome these barriers.

5.   Such other reports as may be requested by and agreed with the BEP Team Leader.

The Adviser for Inclusion (Poverty and Disability) will support the implementation of the BEP Inclusion Strategy which, consistent
with the program approach, focuses on providing technical and strategic support to both MoNE and MoRA to assist capacity building for the ongoing development and successful implementation of Ministry policies.  The objective is to support both MoNE and MoRA in ensuring access to basic education, wherever possible, for all groups currently marginalised or excluded on the basis of poverty, geography, gender, physical and intellectual functioning, and/or other reasons.

The Adviser with work with Provincial and district education staff, other stakeholders including religious organisations, advocacy groups, NGOs and other community groups, to promote inclusive education and community participation, with a specific focus on (i) ensuring the access to and participation in basic education; (ii) educational support for children excluded from educational opportunities through disability and/or poverty; and (iii) promoting equal opportunities for education sector personnel.
