Dicari, Monitoring and Evaluation

International Medical Corps seeks a Monitoring and Evaluation (M&E) consultant to assess the success of its Disaster Preparedness program and its specific activities in meeting its goals and objectives, to examine the potential sustainability and replicability of the project and its effects, and to identify and disseminate lessons learned. Results of the assessment will be shared with all stakeholders, and will contribute to strengthening the community disaster preparedness strategy and for adaptation or replication in similar settings within Indonesia and globally in Southeast Asia.

The external evaluation should be conducted for one to two weeks during a period in November with additional time considered to allow reporting.
Essential Job Duties / Responsibilities:

1. Develop unified evaluation framework, including specific methodologies to conduct the evaluation
2. Conduct in-country data collection and document review
3. Develop a structured set of questions and conduct interviews with IMC program staff and IMC’s local partner as well as key stakeholders to determine the degree to which project has had the intended impact
4. Conduct site visits to the health facilities targeted under this project to independently observe the status of project implementation, undertake the interviews and discussions with program staff and beneficiaries
5. Record, synthesize and analyze all data extracted from documentation, interviews, and observations into a report format that meets all requirements of the donor
6. Prepare a final evaluation following the completion of the two week evaluation period
7. Provide advice to the team and stakeholders strategies to improve program components and activities

1. Advanced university degree in public health, social sciences or equivalent combination of education and experience in a related area
2. Experience in designing and implementing monitoring and evaluation plans and project planning in disaster preparedness or related areas
3. Fluency in written and spoken English is essential; fluency in Indonesian is desirable
4. Previous experience in Indonesia
5. Excellent facilitation and team building skills
6. Full time availability for this assignment
