The Overseas Development Institute (ODI) has been commissioned by the World Bank to conduct a review titled ‘Reviewing the Results of Poverty and Social Impact Analysis (PSIA) on In-Country Planning and Policy Processes’. The aim of the review is to examine the relationship between the design and implementation of PSIAs and the contribution they have made to partner country policymaking and related World Bank lending and policy dialogue.
Four country case-studies will be conducted for this study through in-country visits. These country case studies are severance pay reform in Indonesia; water sector in Yemen; service delivery in Madagascar (health); pension reform in Kenya.
ODI is seeking a local consultant to support the work in Indonesia, which will involve evaluating the PSIA conducted on severance pay reforms. The policy note for this PSIA is titled ‘International evidence on severance pay reforms: Some food for though for Indonesia’s current reform proposal’. It was published in February 2007.
The terms of reference for the local consultant are attached, but basically, we want someone who has excellent access to relevant contacts in government and civil society, experience in carrying out qualitative research, excellent translation skills, excellent report writing skills (in English) and capacity
to manage the logistics for the in-country case study (i.e. arrange meetings, etc).
We plan to conduct this study in mid-late July. Fee rates for this work will be competitive.
